Report Write Fails to create PDF for RDL file in .Net 3.1

The Report writer fails to create a PDF when working with .Net core 3.1. It works fine for rdlc files. Please find the attached project. There are no explicit error as such but the PDF is generated with empty stream.


All samples are working fine with .Net Core 2.1.
