Replace function not evaluating properly

The following expression is not evaluating properly: "=Replace(Fields!FieldName.Value, "&lt;", "<")".  It performs no replacement.  To work around I have to use the following: 

"=Replace(Replace(Fields!FieldName.Value, "&lt", "<"), ";", "")".  The initial version works correctly in SSRS.
