Strings displaying date only or time only are being displayed as full datetime stamps

We recently upgraded from 3.x to 4.2.59.  Any string that looks remotely as a date or a time is being displayed as a full datetimestamp ( M/D/YYYY HH:MM:SS XM).  The issue does not appear in the Report Designer.  I have downgraded to version 4.1.86 and the problem no longer appears.
