This is actually a bug in 4.2 but your version selector doesn't have that option...

The designer does allow Advanced editing to set the individual side borders.  However the "Reset" option for these advanced properties is permanently disabled, so it's not possible to clear them back to the "base" border again.

Additionally (this is probably a viewer bug), adjacent tablix cells do not display their borders as expected -- for example if one cell has only the default borders and the cell to its right has an explicit LeftBorder, the border between the two should be shown as that explicit border, but instead the default seems to win.  Direction doesn't seem to matter here, the same will happen for an override on any side.  Only a None border seems to actually get overridden, which is incorrect.
