Print on First Page still prints header on all pages

We are using the Standalone Report Designer (latest released version: 5.2.26 from 07.18.2023).

If the 'Print on First Page' is checked, my header should display on only the first page. However, I am seeing very different results: 
* Print on First & Last Page both Checked: Header on every page

* Print on First Checked & Last Page Unchecked: Header on every page but the last

* Print on First UnChecked & Last Page checked: Header on every page but the first

* Print on First UnChecked & Last Page Unchecked: Header on every page but the first and last
